Supporting Teachers and Students with High-Quality Instruction Materials 

Great instructional materials are the cornerstone of teaching and learning. Research is clear that High-Quality Instructional Materials (HQIM) can propel student learning and meaningfully advance outcomes for students.   

The Blueprint for Maryland’s Future’s goal for all students to be College and Career Ready depends on all students having access to HQIM.

Why HQIM in Maryland Now?

Maryland’s HQIM Landscape

Maryland is not alone in the effort to identify, adopt, and implement HQIM so all students have access to the materials needed to be successful. 

Using lessons learned at the national level, and baselining using EdReports, a national organization for rating instructional materials and indicating quality, Maryland is developing rubrics to identify HQIM that include standards-alignment, knowledge building, support for multilingual learners, culturally affirming content, and Universal Design for Learning (UDL).
